Juvenile justice was Thursday's unofficial theme at the state Capitol, as Chief Justice Carol Hunstein (above) used her final formal address to the full General Assembly to advocate for juvenile justice reform, and a Republican lawmaker introduced a bill marrying such reform measures with a juvenile code rewrite long in the works.
