A bill allowing adoptive parents to forge binding agreements establishing what kind of contact adopted children will have with their biological relatives is before the Georgia General Assembly this session. Mary Margaret Oliver, D-Decatur (above), says she's sponsoring the bill because the once-standard secrecy involving adoptions has given way to "a presumption of openness."
