Tough court programs reducing recidivism worked so well with drug cases that DeKalb prosecutors are applying the idea to a more general population of young offenders so that they, too, might turn their lives around. DeKalb County DA Robert James Jr. (above) says he launched the program to break the cycle of offenders recommitting crimes.
