Schools rebel over funding evaluations

A federal appeals panel this week tested an Alabama school district's challenge to a long-standing federal regulation that makes it pay for parents' evaluations of students' disabilities. Judge Adalberto Jordan (above) asked why the Jefferson County, Ala., school board was litigating over a $1,000 evaluation, but the district's lawyer said evaluations can cost much more.
